David Bachman is a specialist on Chinese politics, foreign policy and U.S.-China relation at the Henry M. Jackson School of International Studies of the University of Washington.  He also serves as the associate director of the Jackson School.  In addition to his scholarly research, he has served as a consultant to major corporations and U.S. government institutions.  He is a member of the National Committee on U.S. China Relations.

Nelson G. Dong
Dorsey & Whitney LLP
Nelson Dong is a partner with the Seattle office of the international law firm of Dorsey & Whitney LLP. He is co-chair of his firm's Asian Law Practice Group and its Technology Commerce Group and specializes in international technology-based business transactions and investments, including product distribution or sourcing arrangements and intellectual property licenses. Much of that recent work has been in the Greater China region with his colleagues in the Shanghai and Hong Kong offices of his law firm. He is the 2006 President of the WSCRC and was previously Vice President and a director of the Council. He is also a member of the Pacific Council of International Policy in Los Angeles and the Committee of 100 in New York City and serves as a director and legal advisor of the latter organization.  He is a frequent speaker and author on international business and technology law matters and has an extensive background in U.S. national security matters and export control law. He was a White House Fellow, senior Justice Department official and federal criminal prosecutor. He previously served as a trustee of Stanford University and is currently a member of the Yale Law School Association Executive Committee.

Tim Farrell

Tim Farrell was appointed as Executive Director of the Port of Tacoma on January 1, 2005. Mr. Farrell served as the Port’s Deputy Executive Director from 2000 through 2004. Mr. Farrell joined the Port of Tacoma after eight years with the Massachusetts Port Authority, where he served as Deputy Port Director, Business and Administration. He authored the Marine Terminal Optimization Program. Prior to joining Massport, Mr. Farrell spent two years working at the Port of Seattle conducting market research and financial analysis. In 2003, Mr. Farrell was recognized as one of the “40 Under Forty”, 40 young executives on the rise in Washington State by the Puget Sound Business Journal based in Seattle. Tong Zhu
International Relations Director, Port of Seattle
Ms. Tong Zhu joined the Port in February 2005. Zhu oversees the Port’s five business representatives in Asia, and she is responsible for identifying and pursuing international business and trade opportunities for the Port. She also advises Port Commissioners and senior executives on international business development, political and protocol matters.
Prior to joining the Port, Zhu managed Washington State’s trade development programs and three foreign operations in greater China. In that role she was responsible for opening the State’s second trade office in Guangzhou, China and for strategizing and organizing Governor Gary Locke’s two successful trade missions to China. She advised the Governor and Washington companies on Chinese business and cultural practices, helped negotiate business contracts and arranged high-level business and government signing ceremonies. Zhu played a key role in orchestrating two regional business events featuring opportunities related to the 2008 Beijing Olympics and the 2010 Shanghai World Expo.
Prior to that position, Zhu served as deputy executive director of World Trade Center Tacoma. In that capacity, she developed and managed membership, trade services and office operations.
A graduate of Sichuan Normal University, Zhu worked for a state-owned trading company in mainland China before moving to the United States in 1999. She is a Cum Laude graduate from the University of Washington Tacoma and has a bachelor’s degree in business administration. Zhu is also a member of Beta Gamma Sigma Business Society and serves as Vice President of the board of directors of the Washington State China Relations Council.

Joseph J. Borich
Executive Director
Prior to his current position, Mr. Borich was a Foreign Service Officer. He entered the Foreign Service in 1972 and was closely associated with the China field throughout most of his career, serving under every president from Nixon to Clinton in a China-related capacity. His last assignment was as Consul General in Shanghai from October 1994 through June 1997; he previously helped open this Consulate General in 1980. He also served as Director of the Taiwan Coordination staff in the Bureau of East Asian and Pacific Affairs in the Department of State, and prior to that as the last Deputy Chief of Mission in the former U.S. Embassy in Mogadishu.

R. Scott Heinlein
Deputy Director
As Deputy Director, Mr. Heinlein is primarily responsible for daily business operations at the Council. He joined the WSCRC in February 2000. As Deputy Director, he has been instrumental in developing many new programs and initiatives including: the education proposal that was agreed to by Governor Gregoire and Chinese President Hu Jintao, the monthly Member's Forum and expansion other services provided by WSCRC.
